Based on your "likes" the 9-18mm will fulfill you daily. The fisheye will sometimes fulfill you.
Get the 9-18mm now, then save up and find a fisheye on the second-hand market so that you can sell it with less loss when you need another foundational lens and realize that you are not really shooting the fisheye that much.
