My technique is fairly crude:
1. duplicate image to two layers
2. on top layer create a layer mask of the luminance
3. adjust the mask curves so that only the high values (e.g. 235-255) will be affected at 235:0% - 255:100%
4. blur the mask to feather the edges
5. activate the top image and copy skin from healthy parts to overexposed parts
6. use heal tool to dilute the seams and create artificial skin texture
7. adjust the opacity of the layer to a preferred value (I used 75 % which just barely pulls the burned areas below 255)
