I'm not sure what you mean about having her arm and hand in the photograph. Without them she would not be able to hold the hat and it explains to the viewer why/how the hat is there. If I crop heavily the hat just looks like it's floating.

In your second picture, you cut the elbow of the girl. So there is an arm going out of the picture, and a hand coming in the picture. They are not connected. (So the hand could even be from another person. I know it is not). The whole arm with the elbow should have been in the picture.
