You will get one stop faster at 300mm using the 300mm f/4L IS bare and get a 420mm f/5.6 IS lens if you add the 1.4x TC to the 300mm...

I don't remember if you have the 1.4x TC but, that is something you might also have to purchase.

I would definitely recommend a second camera for a safari so:

1. Lens changing in dusty conditions is minimized or eliminated
2. You have an extended focal range

3. It is an insurance policy against loss of images because your camera went down

A second 7D would be great, but I get along just fine with my 40D and 7D combination.

I would recommend the 400mm f/5.6L lens for your second glass. It would give you equivalent f/stop to the 300mm f/4L IS + 1.4x TC but would give you faster AF and better IQ.

Get a bean bag and a monpod. One of these would usually work in just about any situation when using the 400mm f/4L.

The 70-300mm f/4-5.6L IS and the 400mm f/5.6L lenses on a pair of cameras would be a great combination.
