Capture Date rule: is it time to retire it?

I assume the main reason for this rule is to have the entrants take the time to take a picture specifically for that particular challenge. But this rule greatly restricts the entry of many shots that were taken previously which cannot be reproduced for a variety of reasons and which may fit the entry requirements perfectly, except for the date.

I personally feel that this rule reduces the quality of pictures that could be entered in a challenge.
