Not to be too paternalistic, but perhaps a quick schooling in some very basic concepts might clear your mind - look up the Sunny 16 rule - http://en.wikipedia.org/wiki/Sunny_16_rule should get you started, there are some good tutorials out there too - try http://www.bhphotovideo.com/indepth/photography/tips-solutions/sunny-16-rule .

Once you see what happens when you apply the Sunny 16 rule in a variety of real-world conditions it should clear up some of your confusion; understanding exposure values in more detail will make manual mode much more palatable. The "EC" meter when in manual is just that - a meter that tells you whether your exposure is appropriate. And BTW, as other posters have already pointed out, when it comes to fast-moving subjects there's no substitute for a fast shutter, sorry......
