Depends on the focal length.

Back in the pre-digital film days, f/2.8 to f/3.5 for 28mm, 35mm, 100mm, 135mm focal lengths was considered pretty much the norm for prime lenses. When you start getting into the 200mm and longer lenses, f/2.8 is pretty fast.
