Underwater or regular video - digital camera vs. camcorder

I currently have a Canon Vixia HF M32 Camcorder with the Canon underwater housing. I have yet to use it underwater, since I just got the housing. I was considering purchasing a rugged/waterproof digital camera, maybe one featured in this group test http://www.dpreview.com/reviews/Q311waterproofcompactgrouptest maybe the Panasonic DMC TS-3 or possibly the Canon Powershot D20 partly because I don't have a current camera (i have a fujifilm finepix 3800).

  • HF M32 has a 3 megapixel 1/4" CMOS sensor, shoots AVCHD 1920 x 1080 (30 fps or 24 fps) with stereo sound

  • Panasonic DMC-TS3 has a 1/2.33" CCD with 12.1 megapixels, shoots MPEG-4 or AVCHD 1920 x 1080i (60 fps) with mono sound

  • Canon Powershot D20 has 1/2.3" BSI-CMOS and 12.1 megapixels, shoots Motion JPEG 1920 x 1080 (24 fps) with mono sound

Both digital cameras have a bigger sensor and should take better pictures than the camcorder, either underwater or on land, but which choice is best for underwater or regular video? (sound quality is not a factor underwater)
