Scanner just for film vs A4 scanner

Hello
i looking into buying a scanner for my 35mm film, under 200 euro.
been comparing the Canon CanoScan 5600f against the Plustek OpticFilm 7200i
Am i correct in thinking that a scanner that does film and nothing else (The Plustek)
will give me more resolution scanning 35mm than a more general purpose A4 scanner (the CanoScan)?
I have it my head that the sensor would be concentrated over a much smaller area in the film scanner.
Does this make any sense?
