Not sure what earlier version you're comparing to, but I've had Aperture since version 1.5, and "rejecting" a photo has always been simply a method of rating a photo, not deleting it. After you've gone through and rejected all the photos you don't want, you can then press (Control + 8) to see all rejected photos, do a select all and delete them. Even this doesn't really delete the photo, it just puts it in the trash. You then have to empty trash, of course,
If you want a simple one key option to put the photo in trash instead of rating it as a reject, you can use the commands option to assign a single key to the delete function instead of the current (Command + Del) key.
