Smaller pixel size equates to more "per pixel" noise but not to a more noisy end result after correct noise reduction and printing.

Less dynamic range yes - given the same technology in both sensors.

So more pixels on a given sensor size IS better except for dynamic range as long as readout noise is not significant.
