I would set the camera to shoot as many frames as fast as possible, like a sports program for example. You'll have to pre-focus on a spot and keep shooting as the horses approach. You may have to adjust zoom at the same time. If you can use a mono-pod or tripod with a fluid head that would help.

You can also look at renting camera gear for this application without having to buy thousands of dollars worth of big glass.
