It has nothing to do with fear. It's basic good sense. If you don't stick out you are less of a target. Savvy travelers have always done this. It also makes it easier to connect with locals.

Again, nonsense. In this case it IS about fear, fear of being robbed.

It isn't 'basic good sense' at all - that's total BS. I've travelled extensively and have never made an effort to dress like the locals - what an overcautious and naive way to behave.

Do white women dress in Burkas when they travel to Iran or any other predominantly Muslim country? No. They stick out like a sore thumb and get stared at - but they should expect it.

Without wanting to generalise too much, you might try and dress like the locals but as soon as you open your mouth you'll be identified as a foreigner - or do you suggest being a mute whilst travelling too?
