Yet another incredulous statement. Sure there are restrictions, and you'll likely get hassled if you're not being considerate regarding where and in a highly trafficked area, but your claim is patently false.

It's against the law to use tripods in city parks. This blogger has a picture of a ticket issues for tripod use:

A month or so ago I opened my tripod on Broadway outside of Avery Fisher Hall - making sure I was NOT in the way of pedestrian traffic (curbside), an NYC Cop passed and asked what body I was using, and said 'cool" as he walked on down the block.

Two Central Park Police Officers scared the heck out of me when I was on the edge of The Lake a few weeks ago. Asked me what I was doing there in the dark, noticed the tripod and said "Oh, taking pictures?", and they moved on w/o me saying a word.

Meanwhile back at Lincoln Center, if you're discreet, don't extend the tripod full height, and are quick about it (size it all up before breaking out gear) you can pull one or a few off before you're told tripods are not allowed and you respectfully apologize for not knowing [g].
