Please explain me one thing rearding apperture...

I understand the focal length relation between different sized sensors (for example a 20mm lens for m43 is equivalent to 40mm on ff), but I read yesterday that even aperture has to be multiplied 2x to have a direct relation to ff. (ex. a1.4 is like 2.8 on ff)

well, I'm in a fog here, because I initially I thought apperture is a constant, how much light can a lens transmit to the sensor. So a 20mm 1.7 lens is like a 40mm 1.7 lens on ff.
Can somebody make it clear for me?
