Some great suggestions from James.

Additionally, I'd like to suggest the following:

1. Find a relevant course, preferably one that has some form of government recognised certification, and available in evenings part time (Community College may be ideal for this)
2. Let your boss know you are doing it, once started
3. Identify potential application of photography skills to your job

4. See James' suggestions - propose a pilot that incorporates photography. The boss knows you have some skills, and are doing the course. You may even make it a part of your course (2 birds, 1 stone). Nothing to loose, plenty to gain as far as your boss goes.

5. Successfull trial! Who's in the drivers seat, has the skills and some runs on the board? YOU!
6. Get new process, and equipment approved.

Only word of warning, is to make the ultimate investment in equipment and skills a requirement for implementation in the initial proposal - or you could end up with an expectation on you, without the investment or reward required.
