A LR3 Crop Tool question please

When searching for the answer to a query (and finding the answer) I was left with a new unanswered question!
How do I crop to a particular paper dimension? Looking at a post answer (which related to LR4) the poster mentions a padlock symbol next to the crop tool. I can't see this anywhere, so maybe it's a LR4 new feature?
How do I do this in LR3 please?
