Ignoring local taxes, could it simply be that importers in parts of the world which take a bigger consignment from Japan can command a better wholesale price? Hence Nikon USA can re-sell at $3000 USD etc.
As for any discount, that's just a supply-and-demand thing. Foe example the D700 price which crept up again in the UK last year.
