what exactly does "weather sealed" mean?

I live in N. California. We don't get all that much weather. We have had a dry winter so far unfortunately. But just wondering if I really need a weather sealed camera? Is that something worth paying extra for? What kind of conditions can I use that type of camera in? You can't submerge the thing. Do you take such a camera out in rainy weather without a cover? How much photography do people actually do in bad weather conditions?
