Best cheap camera for lowlight under snow and rain.

Give me your best option for a cheap camera body + an ultra wide angle lens (it may also be ok 16 mm on APSC if it's worth it)
No fisheye lens.
Are there also other cameras to take in consideration, other than DSLRs?
