SB-700 and Controlling Aperture

Hi All,

So I've been racking my brain over this.

Is it possible to control the power of the flash in terms of F-stops?

If someone says "Change your flash F/16 and ISO 200 and fire the flash", how do you do that? I know iTTL but what about manual mode?

The idea started from watching this short video from Bryan Peterson, where he sets it up on the SB-900.

How would I achieve something similar with the SB-700?
