It's clearly blurred, not out-of-focus.

You've good gear with you, D700 performs very well at high iso:

  • Set the auto focus to Continuous (AF-C), Dynamic Area with 9 points.

  • Choose AUTO-ISO setting with minimum shutter speed 1/125s and max iso to 1600 (or higher).

  • Shot in S or M mode, setting 1/250 or quicker shutter speed and aperture f4 or lower if in M mode (..or let the camera compute it if in S mode).

  • Compensate the exposure with +1/3 or +2/3 due to dominant white of ice surface.

  • Review your results with histograms on camera lcd and calibrate the exposure compensation consequently.

Automatic white balance could be not the better choice for indoor stadium shots.. but you can correct it in post-proc if you shot raw.

..just my personal suggestions.
