For everyday shooting of people hand-held, I typically try to make sure the shutter speed is 1/200s or faster. If they're still, you can use 1/100s or so and with luck (or with flash) the shot will be ok. For sports I would start at 1/500s. If you cannot make these speeds at reasonable aperture and ISO, then you can let go and slow down the shutter a bit and take several shots to get a few that are sharp. Or, use lighting (flash either bounced or with umbrella / softbox) to freeze the movement.
