How fair/correct is the ranking process?

DPR says that "a very rough paraphrasing of our actual ranking algorithm would be":
"each image's final rank is a combination of its average rating and our confidence in that average based on the number of people who rated it, compared to its peers"

But I find it very strange that an image with an average of 3,214 (22,5 total score / 7 votes) becomes second in a challenge where the first image has an average of 3,111 (28,0 total score / 9 votes).
