May a host DQ a poor quality image?

This topic probably has been discussed but I can’t find the thread.
If I specify in my rules that the image must meet my standards of quality, may I then DQ any image that I feel do not meet my standards?
I have hosted small challenges that fill up quickly. Say I get a snapshot entry of somebody wanting to show off their kid that meets the other rules of the challenge. Should I be able to DQ the image so others may enter one that is more compelling?
Or does this defeat the spirit and intent of the DPR Challenge?
