ACR and LR have the exact same processing pipeline so whether you use ACR or LR to do capture sharpening is moot.

Assuming ACR, you are still better off combining the optimal capture sharpening and noise reduction in ACR before you process into Photoshop. The creative and output sharpening can be done later in Photoshop. The key is to not "over-sharpen" but "properly" sharpen in ACR.
