I'm not familiar with Elements' tools, but Faststone Image Viewer has excellent individual or batch resizing features (and those same features are offered standalone in their Photo Resizer package).

These offer multiple mathematical interpolation algorithms.

Though I have used these mostly for resizing downward (for posting or emails), they also work well for resizing upward.
