As I (and many others) say with regularity:

If you NEED it now, get it now.

If you only WANT it now you can probably afford to wait.

I went from a D200 to a D3 (before the D700 came out) and the difference is astronomical. But I do very little studio work. I use high ISO a lot and the D3 excels there.

I kept my D200 and I use it for my "studio" work since the pop-up flash can be used as a commander, so I can use off-camera flash without having to have two separate flash units. In the studio I am not limited by light.

The D700 will continue to be a fine camera after the RUMORED D800 actually arrives.
