Indeed, you will need very high levels of radiation to be able to induce radiation in other materials.

The case with crossroads, was that there was a huge cloud of highly radioactive water spreading rapidly after the detonation. An air-burst or a just-above surface burst would probably just induce radioactivity on objects very close to the blast (and they would most likely be more or less eliminated from the blast itself anyway)
