D3S users think the D800 will be the better rig?

You seem to be asking different questions with different answers?

Overall IQ of the D800 will better. This includes DR, ISO, Resolution, Color, and more. As a totality, the d800 should be better. As individual pieces it might be less.

High ISO of the D800 will likely be the same or worse than the D3s. I can not see this being "better"

PRINT: If you print normal A3 or smaller you will not notice. If you print A1 or bigger, you'll see the D800 as the better camera (landscape/high detail). If portrait prints, then likely you will not notice. Big Prints with high detail and the d800 will come out on top.

Downsampling: It all depends how far you downsample. But you can say the same about a 1 mega-pixel image or less.
