Metering with flash in M mode

I am using M mode for a majority of my shots now days on my K-x becasue I like the control I can get. I usually will start by using the green button to get me close before I make my own adjustments but when I do this with a flash on (Vivitar DF-383), it will always show underexposed by 3 stops and when I try to adjust it to 0, the shutter speed is slowed so much that it blows out the pic. Is this normal for all P-TTL flash ? I assume as much but just wanted to confirm.
