What should be done with cheats ?

I'm not talking about people who are a little lazy and don't read the rules, or people who misunderstand something and make a mistake . . . . I'm talking about people who know what they are doing and deliberately mislead . . .

What sanctions should be applied to these users ?

Of course they should be banned from Challenges and DPR (does that happen now ? no it doesn't . . .) but that isn't enough, they can simply return with a new email address and new IP and new ID . . . what needs to be done is their previous User ID needs to be kept intact but not usable, their Challenge entries must be visible and marked as User cheated & banned for all to see and learn from. Their profile must also be visible but not accessible by the user and also marked as User banned. the consequence of their actions must be visible to all . . . not just brushed under the carpet.

Lets take an example:

Look carefully . . . it's the same person in both pictures, she even has the same star shaped earrings . . and look at the EXIF of the images, they are both taken with a D3000 not a D3100 as "claimed" in the first picture.

Both pictures were taken on the 5th Nov 2011, the first at 11:56 17 sec, the second at 12:13 2 secs. Both were processed in Photoshop CS5.

OK, this is circumstantial, but why did Jmnz Arjy have Brylle's picture in his gallery on the same date that Brylle uploaded it to his Gallery ?
