Need advice for night photography with Canon 550D

I am an amateur photographer and am still getting to grips with my first DLSR (Canon 550D) that I purchased at the start of the year. One area that I seem to be having difficulty with is shooting at night/low light outdoors.

I need some tips and suggestions on what settings to use when a tripod and slow shutter speed is not ideal. I have used the built-in flash a couple of times but have found it to be slow - do I need to buy a flashgun? What about shooting moving subjects (such as people walking or vehicles) at night without flash?

I have also noticed that the camera seems to struggle with auto focus in low light, whereas my Canon compact (SX220) performs better. Does the 550D have a red assist beam? I think I remember reading somewhere that it didn't. Or maybe I'm doing something wrong?

Any tips, settings and advice is appreciated.
