1.6 Crop Factor question...

I have a 60D. I'm consider the Canon EF 24-105mm f/4 L lens. I understand that on my 60d, I'll get an equivalent range of 38 to 168.

My question is do we apply the same 1.6 multiplication to an EF-S lens? For example, take the kit lens EF-S 18-55. On the 60D, are we only getting 28.8 to 88. Or, do we truly get 18-55 since it's EF-S?

I'm asking because if I upgrade to the EF 24-105mm, I'm wondering how much wide angle I'm losing. I need to know if I'm really jumping from 18 to 38, or am I only jumping from 28.8 to 38.
