Film is still 24.0 fps. When you go to a theater to see a movie, thats 24.0 fps. Even when its digital and in 3D, its still 24fps.

23.97 is only used when movies are played on TVs and authored to bluray/dvd. Movie studios still work in real 24.0 fps projects.

23.97 and 29.97 are legacy and should be reverted back to 24 and 30 for professional and mainstream use. There's no reason to have the non integer rates other than a bunch legacy equipment.
