T2i / 550D Focus motor issues in MF mode

So lately I have been a problem with the camera not wanting the shutter fire when the lens is in MF mode. It sounds like the motor is still trying to move the lens but the lens is having nothing to do with it. It makes a solid constant whirring sound.

I have tried this with my 70-200 F4 non-IS L lens and my Sigma 24-70 2.8. They both do it. It happens when the camera is out of focus such as shooting my white card. If I point the camera at the subject and depress the shutter release button part way and then put the white card in front of the lens this seems to trick the camera.

Any ideas?

Maybe reset the camera?
