All of the cameras, including the current 20D, have the options for taking more control over exposure - that isn't a reason to pick or differentiate.

From 20D to 600D - lose viewfinder brightness/clarity, lose top display, lose rear joystick/quick dial, gain wonderful 18MP sensor, gain much better back LCD with tilt/swivel, lose couple fps, gain ISO 3200+6400, lose CompactFlash, gain movie

From the 20D to the 60D - lose dual function top buttons, change separate joystick/quick dial to combined, lose some top LCD indicators, gain wonderful 18MP sensor, gain much better back LCD with tilt/swivel, gain 1 fps, gain ISO 3200+6400, lose CompactFlash, gain movie

For an auto/scene mode shooter, the 600D would be a great upgrade, and it is a much lighter, smaller camera.

For a more hardcore 20D user, the 60D is better than the 600D, and the 50D better still (ergonomically), but the 60D sensor is better.

The 7D gives up the scene modes and that is pretty significant - it has no equivalent way to automatically bias Av/Tv choices and that is why I am waiting on a 7D II or another model that is a 50D upgrade. Otherwise the 7D is very much the successor to the 20D.

Overall I think the 600D would be best, and get a great lens like the 15-85 or 17-55.
