Would like to get into flash photography

Hello,
I would like to get into flash photography. I have never tried it before and have 0 experience.
I would like to try wall and ceiling bounce flashs for portaits.
I am wondering if I should go for a dedicated Fuji flash or for what ever is cheap available.
I have no DSLR system so I don't mind the brand.
Do I need TTL metering for bounce flashes? Do I need a certain intesity for it?
I thought of the EF-20 plus remote cable. That way I could point the flash with one hand to what ever direction I want and could operate the camera with the other hand.
Does this make sense? I have really no experience what so ever with flashes.
