Batch files are text files (you can create them with Notepad) but with the extension.bat instead of .txt. So once you put the instructions in notepad you click save as, and specify filename.bat for the name to make sure it is saved with the right bat extension.

If you double click on a .bat file it will get executed like a program would.

If you need to create full system image backup, Windows 7 has that. If you type backup in the start menu search, you will get the backup and restore window, and on the left you will see the option for system image backup.

This will create a complete image of your drive(s) onto a backup drive that you can restore in case of a crash.
