60D with EF-S18-135mm, or double lens kit?

I am currently considering purchase of the Canon 60D, and one of the following lens kits:
EOS 60D + EF-S18-55mm F3.5-5.6 IS II + EF-S55-250mm F4-5.6 IS (not II)
EOS 60D + EF-S18-135mm F3.5-5.6 IS
The cost of the above lens kits is virtually the same (here in Japan).
For reference, the EOS 60D + EF-S18-55mm F3.5-5.6 IS single lens kit is about $195 USD less than the above two kit prices.
Adding the 55-250 lens to the 18-55 kit price tacks on about $245 USD, so the double lens kit is a relatively good deal.
I can see the convenience of having one lens that goes from 18-135mm, without the need for lens changes. It is a bulkier lens though, so the 18-55mm would most likely be more convenient when zooming is not needed.
And I don't really have the budget for the 18-55mm kit, and a separate 70-200mm for example (not a Canon lens anyway).
So my question is, from experience, or knowledgeable conjecture, which would you recommend, kit 1. or 2.?
