For shooting indoors, f/2.8 is often too slow. F/1.4 is even too slow, often. So I vote for the flash, with certainty.

I have the 430EX II. I love it, but it's often too hot and I have to dial down its output. But the 580 flash can operate as a master for 2 and 3-flash off-camera flash work. Maybe the 60D can be the master of a 480EX II -- you should check before you buy. The problem with flash on the camera is that the lighting looks like a cop is shining a flashlight into your face. Not natural. The diffuser helps a lot, but getting the flash off-camera is really the best, if you can do it. Check out strobist.blogspot.com before you buy a flash, those guys are really cool.
