JPEG Compression ?

When re-saving a jpeg, is there any way to select optimal compression based on the original file size?

For example, I have a 7.25 MB jpg and re-saved it in Photoshop Elements at the highest quality setting (12) and the file size increased to 9.91 MB. If I re-save at one step down (11) the size is 5.52 MB.

I did some pixel peeping & cannot tell any difference. Including comparing the original to one re-saved at quality #10 which was only 3.58 MB.

These photos are from scanning old slides & I don't want to lose any quality. Maybe the photos are so old that the highest quality makes no difference. But I don't want to examine every scan in such detail.

Is there any rule of thumb for re-saving jpgs? Anyway to tell how much compression Photoshop or Photoshop Elements uses at the different settings?
