If you wan the flash to freeze motion, then you are better at a lower ISO value, so that less ambient light enters the exposure. You can’t get the shutter speed above 1/250 s and have it sync with the flash so you need the short duration of the flash burst to freeze the motion.

If you want to freeze motion with the shutter, then you need lots of continuous light, full sun for example. When using continuous light, raising the ISO will give you faster, motion stopping shutter speeds.

And as Graystar pointed out, you need to look beyond the auto modes when working with flash.
