retouch help

This is a shot of my nephew at his wedding. bright outdoor wedding at 11:30 am. I forgot to check the picture when I took it, can the flare at the bottom of the picture be fixed or do I have to just do a heavy crop ? Anyone capable of fixing this ? I have it in raw too but don't know how to upload it.
Thanks in advance for any advice and help.
