Is this true? Re: Motion Blur

So I was reading an old review of Ken Rockwell's on the Canon 17-40L, and came across this:

"TIP: In dim light, fire several shots and pick the sharpest. Blur is a random event, so if you fire enough shots, you'll eventually get a sharp one even at speeds of 1 second!"

Perhaps ashamedly so, I was shocked. I often quit on certain low-light shots I'd like to get because I've dropped below 1/60th and expect significant sharpness problems. If this is true, this would open up a great deal of new shooting opportunities.

"True" might not be the only concern. If that statement can be considered fact, it is also important what "enough shots" actually means. If it means 1 in 10 or 20 will be sharp, that's viable. If it is 1 in 100, much less so.
