Comparing the Canon 18-55 with the 18-200, why does the 18-55 feel so cheap?

My 60D kit came with the 18-200 lens. And I've used the 18-135. The zoom is smooth. Manual focus decent. I got my wife a used body only XSI and she wanted a kit lens to start with so I got her a 18-55 brand new, since used they were going for only $60 less.
I know we're talking about a $560ish lens vs a $160 one, but I was surprised how cheap feeling the 18-55 felt in comparison. The zoom feels bad. The manual focus feels worse.
Putting on the lens cap pushes the 18-55 zoom in so easily it's scary.
Anyone who has both get the same result or did I get a bad copy?
