ND filter suggestions please

I've been frustrated in the past with not being able to open up the aperture or slow down the shutter in bright conditions. Situations like trying to get nice bokeh or silky water effects. I'd like to have something in my bag I can pull out to increase my shooting range - like an ND filter or even filter set.

There are literally dozens of offerings of ND filters/sets at Amazon, Adorama, B&H and I'm thoroughly confused. I just don't know what I really need, a couple stops is probably not enough, is 4 stops too much?

Can the group help me out here? What do you use? Is a set necessary? I've got mainly 62mm and 72mm filter threads on my lenses but also 49mm & 55mm. Let's say my budget is around $200.
