Photo editing depends more on the speed of CPU and memory (RAM) than on the video card.

If you are in the market for a new desktop computer, a quad-core CPU even with no hyperthreading, a memory of 8 GB and a new inexpensive mainstream video card like Radeon HD 6570 or HD 6670 would be more than sufficient for photo editing.

If you already have a later model computer and desires to have better performance, suggest you check first your system to see if more RAM can be added. RAMs nowadays are very cheap.
