Problems with my Tamron 17-50mm 2.8 VC.

I sold my 18-105mm and planned on getting the 18-270mm pzd soon to replace, but wanted a good, versitle fast lens, I bought the Tamron 17-50mm 2.8 VC. to go with my D90

After returning one lens for really blurry pics, I am trying out the second Tamron, and at 2.8 in low light, the images are still blurry, but much better than my first lens but at 50mm with 2.8 with VC on, the images are blurry, at 35mm and below, the images are usable, but at 50mm they are not.

Is this the norm? I bought the lens wanting good sharp images in low light and I cant get them beyond 35mm, and at the lens really doesnt get sharp until I hit F9, then the lens is amazing.
What can I do to test out to see if its me or the lens or the body?
