What is the best black and white program to convert my colored photos?

I use the black and white filter in corel pro... I lighten the B&W so the faces don't look dark grey, then use the brightness and contrast to darken the edges and sometimes I mess with the curves... it looks good on some pictures, but on others, it leaves it looking flat. Can you help me out, please. Thanks in advance.
